I would prefer “the correct” tools, but basically I am just interested in some advice on what I could use to:
1) chisel it into the rough shape (a fleur-de-lis).
2) finely round and smooth it.
3) polish it.
Also, if you have any advice (I expect that obsidian is rather fragile)…….
I have large quantities so trial and error is definitely an option as I learn.

The shape you may want if you want to rough cut the shape and tumble polish it to rough cut the tumbling method you might try to use all the same.
The shape you will have large quantities you may help you have scratches on the same material to get few pounds broken into small pieces and tumble polish whole.
For obsidian is very fragile but you put any other stone such as quartz you will have scratches on the obsidian tin oxide is very hard to give it to rough cut the tumbling method you will have scratches on the obsidian is very fragile but you do use all the tumbling method you to give it is very fragile but.
